Using Site Map

I know this can be done without using Site Map. But if someone can help me out if this could be done with Site Map then that would be great.
So the question is I have a DCR that is used to create a .page file in Live Site. The DCR has entries of PDF files for different applications. The output page is in the form of tables(containing the PDF links) one for each application. Now this is one page with say 10 tables. Scrolling done would be a pain for some. So, I was thinking of providing a navigation menu which has the links of the main Application table titles. Now when some one clicks on the links the result should be the page should browse down (or to that particular part of the page) to that particular table. Can this be achieved using Site Map?
I am using Teamsite 6.7.1 SP1 with Live Site 3.0.2 on Solaris 10.
Any help would be appreciated.

you'd have to manually put all the entries in the site map from the DCR.
