Deploy file having non-english characters

hello,
I m trying to deploy file having japanese character in it name using OD.
But the deploy process neither deploys the file nor it gives any error during deployment in logs.

We are using Open deploy 6.1,Teamsite 6.7.1
OS Sender box-->Windows Enterprise server 2003,SP1
Os Reciever box -->Linux
Locale --> japanese

Can you verify if any character set was selected/configured for the OD.

Should have something like this to process japanese characters:

[/html]

instead of UTF-8, in the deployment configuration file.
