Unable to deploy XML having special character names

I am trying to deploy campañas.xml but due to the existence of special character im unable to do so.
Teamsite version is 6.7.1
it is using UTF-8 encoding

Also when i click on generated page, instead of seeing generated page i see the following browser error:-

System.Net.WebException: The remote server returned an error: (404) Not Found.
at System.Net.HttpWebRequest.CheckFinalStatus()
at System.Net.HttpWebRequest.EndGetResponse(IAsyncResult asyncResult)
at System.Net.HttpWebRequest.GetResponse()
at ASP.wrapper_live_aspx.Page_Load(Object sender, EventArgs E) in \intranet\www\wrapper_live.aspx:line 140

Thats quite obvious as the OS will not accept any filename with special characters.
