OpenDeployment failed to initiate

I am getting an error when two consecutive deployments use the same deployment xml - "Failed to initiate". Is there a way to queue the deployment so that it gets started when the existing deployment completes. I am initiating my deployment using an external workflow task.

You may need to use the instance naming option "-inst" in your command line.

you can queue the same name deployment xml by using the initiatorProperties element residing in the base server configuration file (by default odbase.xml).
add the following entry inside odbase.xml

Also - please note that there are pros and cons to the use of pendSessions, and that the use of pathRegistryChecking and instance parameters specified on the command line tend to be better choices - but a lot depends on whether you're doing file list based, or comparison based (or TeamSite comparison based) deployments and/or whether you're doing transactional or non-transactional deployments.
