Form API not working in items added by perl inline

I am trying to fire an onItemChange event on added dropdown which doesn't seem to work. I am using master slave templating approach and my dct is created using an inline call to a master template which further has an inline call to populate the dropdown. Teamsite environment is 6.7.1 on solaris. Attached is the code for review.
