Can workflow be used to check a file for a template

Is there an automated process for checking html files to determine if a template was used? I am asking this question because our current process allows users to develop HTML outside of TeamSite w/o using a template that contains mandatory information in the banner.
I need to identify those files before they are submitted.

Yes you can do anything via workflow. Is this easy ? Not too bad (using older WFT and a little perl). Could you do this work WFM and Java ? Possibly.

Suppose Joe submits a file that was generated from a DCR ? Then what ?
