Not at this time - I suggest you contact Interwoven Support and ask them to add your company (and/or the company you might be consulting for) to the list of interested customers for Feature Request 20845.
I believe there may have been some field-implemented solutions for this, but they require changing files that are part of the product and are therefore completely unsupported.

. It describes a way to disable the Save As and Generate button. But like ghoti said, tweaks like these are not part of the application and are not supported.
Be aware that you'll need TS 5.5.2 as well.

This is not a solution, but you can give it a try.
I don't know the full problem, but in our case, we don't want authors to be able to generate content.
We wanted a <allowed> element only applied in the presentation element (for generate proposes), but that doesn't exists.
Theory: So, in your TPL, you can check if the user is previewing or generating a page, and if the later, check if he is a author and don't allow him to generate the files.
When I say it's not a solution is because I didn't have yet the time to see if these pseudo functions exists
