Please clarify do you want to add a new approver to a process that is already running?
I’m not sure if there is an ootb process application that will do that.

Please confirm are we talking about CHANGING the approver (to another one that is already defined)
or truly ADDING a new user? If it’s the latter, I’m not even sure that’s possible.

Yes, the approver has to be changed for the running business process.
