"Sticky" panel for multiple pages

I am interested in configuring a panel of chrome-enabled portlets that can be placed on multiple pages (like a navigation menu), without having to configure that Panel of portlet separately for each Page/Navigation Item that I want it to appear on. Additionally, I want the chrome enabled so that the end-user can rearrange the portlets on the page via drag-and-drop.

  Is there any way to do this? If so, what are the appropriate templates/secondary pages to modify? Or, what API needs to be applied in order to do this?

Anand,

1) Admin console screens are not implemented using secondary pages, so they are not customizable that way. That's not to say that you couldn't create your own secondary pages to perform additional admin functions not part of the out-of-the-box features.

2) If you want the users to be able to add/edit/rearrange the portlets after you've placed them, then it would probably be best to implement this by creating your own custom objects that represent a populated panel and then use them as a reference to populate a user's page via the PageModuleSet API.
