Deploying Webservices

Hi, I have created a webservice and packed it as a war file with weblogic-webservices.xml and deploed in VCMServer. But, it is not recognizing my application as a webservice. Can anyone tell me how to deploy a webservice from development to deployment with a small "sayhello" example? I am using VCM 7.6
