User Agreement on Log in

Hi All,

We are looking at the option of having a user agreement screen in the following
scenarions:
1. User logs on for the first time
2. Whenever the agreement changes, all the users accept the agreeement again.

We also want to capture this data to track which users have accepted the
agreement.
Has any one done similar implementations? Any help/pointers appreciated.
