Please let me know for creating DCT templates and TPLs, which role (author, editor,etc) should be I in.

Will I be able to create DCTs, if I am user in teamsite CC pro or any other privileges are wanted.

To answer your first two questions I would say YES. You are able to create DCT as long as you have access to that "Branch" and "workarea" while you are using TS CCPro. But I don't think you can configure them in templating.cfg file.

My question is why did you ask that question? Did you get any error while you were creating DCT?

Generally the author and editor are bussiness users they wont create templates either dcts or tpls, Teamsite masters would create them for users to create content using them.
ccstd is generally for bussiness users, through ccpro you can create new category -data type-by creating the structure(dcts, data folder and .tpl files). For creating them you need to have permission in that branch and workarea

From my understanding, I would say that I am not sure if you have access to that specific branch. Are you able to browse through that branch? Can you do "New Form entry" in that branch? If not, then I would suggest you to talk to your admin.

If get read/write access to the branch & Workarea, you can create the DCT & TPL.

Yes, you can create DCT and TPL as well, as long as you have the role of editor+UP and you have permission to access that branch in CCPro too.

If you're getting an access denied error message - it generally means that you do not have appropriate access in the branch, workarea, or directory that you are trying to perform some operation - and that you probably need to be added to some group to provide you that access.

Once you have the access, you should be able to create any kind of file you want within that branch/workarea/directory - this includes the possibility of creating DCTs and PTs -- however, as was mentioned earlier in this thread - you also need access to IWHOME/local/config/templating.cfg to "register" the DCTs and PTs you are creating -- and you need to make sure you are creating them within the correct structure within the workarea:
