VCM Hyperlink in EditLive Widget

In V8, in the Content console as well as Management console users are not able to use the 'VCM Hyperlink' option in the EditLive widget. Users who have Approver and Editor access are getting the error message saying: 'You are not authorized to perform the requested action'.

Only users with admin access are able to use this function.
