V8 Workspace Extensions - VgnExtLinks Generic Resource

I'm working through the "VCM 8.0.x Workspaces Extensions - Installation and Configuration.pdf" and in step 3.5.5.1 it says to create the VgnExtLinks generic resource, it is not clear which Resource location this belongs in, any idea which is correct?

1. Vignette Content - Vignetter Content Delivery Services - Content Management Stage - Content Delivery Services - mgmt - Resources

2. Vignette Content - Vignetter Content Delivery Services - Content Management Stage - Resources
