regarding workflow customization

Is there a way to write a customized workflow other than using the Visio?

No. The end result of developing a customized workflow is an xml file (the xpdl) that gets imported into the VCM server. The*only* user interface for creating the xpdl file in a way that our VCM Server can interpret the information is by using our Visio plugin.
