showing image depending on the navigation level...

Well I know it may not qualify as a templating question. But still...My requirement is below;

I've got four templates,header,footer,navigation and content. To generate the final page, server side include is being used. Now business wants that depending on the navigation the user is currently in, s/he should be shown a specific header image. The navigation is of three level. In case user doesn't chose a image for a particular level, by default, the image in the parent navigation should be displayed and so on.

Will be great help if someone can share some idea on how to achieve this...
