save UTF8 format

I am trying to ANSI format DCR and save it into UTF8.

it works in my local machine WinXP.

however it wont work in server Win2k3. once it save back original file , it is still ANSI,
but if I save into a new file, it will be UTF8, any idea why I cannot change the encoding type?
