VisualPreview tool bar - French language

We are trying to understand the cause for corrupted French characters (within VisualPreview tool bar) - see attached image.

Please, note the following:
- our TPLs are UTF8
- generated pages (ASP) are UTF8 encoded
- this line is included within the generated/previewed page as well:

Still, the tool bar is not displaying correctly some of French characters.

Would anyone have any advice or idea?

Good point!
(I forgot to mention these as well):
- Internet Explorer 6.x
- the encoding on the page was UTF8 (IE -> View -> Encoding)

When the encoding on the page was changed to 'Western Europen' French characters showed up correctly.

This would probably mean that the page content is, somehow, not encoded with UTF8 encoding. Still, I am not able to find where non-UTF8 encoding of the page would be set (for VisualPreview-ed pages).

Your generated Page encoding, correct or otherwise has nothing whatever to do to the VisualPreview Tool Bar Encoding.
Take a look at TS Administration Guide, Appendix C, Paragraph "VisualPreview and file_encoding.cfg" to see how (if?) you
can configure it.

It seems that page encoding is different than VisualPreview tool bar encoding (see attached image):
- page is encoded in UTF-8
- the tool bar has a different encoding

As per Boris suggestion I updated the encoding within file_encoding.cfg file to UTF-8 (it used to be ISO-8859-1):
val_encoding="UTF-8"

This did not fix the problem (as per attached image).
