My requirement is to create a form having two fields one for email content (output is html format)and other for print content(output is text format) and
I need to provide two preview button for each content on the form, clicking which preview should be available.

On the Edit DCR window toolbar - no. Within the DCT - yes.

The Edit DCR window toolbar (where you have Save, Preview, Generate, etc.) is controlled via the viewoptions element in the templating.cfg file and is limited to only those customizations which are documented (essentially hiding any or all of the standard options)

Within the DCT you can use FormAPI's onCallout event handler on a callout element to define what you want to happen - or you could just provide an alternate callout button to provide the missing functionality.

I'm not entirely clear on your requirements though, I could see several different ways to achieve something that might meet them though.
