We have defined a 'three-column liquid layout' for our website and developed all components using sitepublisher.

The problem is, how can we enforce users to place components at their respective places?
For example, the page developer might mistakenly place the footer in place of the header.

How can a component be limited to be placed in a particular location(s) only?

What we had done is created fixed templates and placed components on them, which are global in nature. Like header footer left navigation etc
