FileLastModDate error/ html pg not rendering

WK3 server, TS 6.1

1) The HTML page does not render. It gives me --iw proxy unable to open connection: hostname:81. Reason: No Error --- The reason is NOT "connection refused". I tried localhost and it is rendering me the GUI page and I can log in. So IIS is up and running.

Sol: I am going to look at the trace log files and run iwstat -c to check if Store is running ....

2) "new form" is giving me error. It is giving me "FileLastModDate" error and I cannot find any info on this error.
