Disable Smart Context Edit Toolbar

I am trying to disable the smart context edit toolbar and made the following changes to the iw.cfg

[iwproxy_smartcontextedit_allowed]
_default=no

After the change I performed an "iwreset -a" and the toolbar is still showing up.

TeamSite 6.7.2 SP1
Windows server 2003 SP2

Please let me know what I can do or am doing wrong.

Are you sure you typed it correctly and that there are no extraneous and/or hidden characters in that line, or the lines that follow it? (i.e. - you didn't copy/paste from the PDF into something like Notepad or Wordpad did you?)
