Is this for iwperl - or some other version of Perl?

Generally, you need to have at least a minimal development environment on the server in question (with make utility) and it's often better if you have a full development environment (with compiler, linker, assembler, etc.) as some modules do actually require compilation.

However - as long as you have a 'make' utility, you can (for most modules) - download the module package file from CPAN, expand it, and then follow the README instructions (which usually consist of running the Makefile.PL file to generate a Makefile, and then running make test, make install

If it is ActivePerl - you should be able to use its PPM utility, but you still might need to have a development environment (at least 'make') handy on your system.

Yeah, cygwin is a good tool, but sometimes things that are built within cygwin don't work that well without it (at least that was the way it seemed years ago when last I used it)
