HTTP Status 500 - Content Management Server host name is not configured

Has anyone seen this error before?  I am configure a new WEM 8.1 install and on publishing to a Delivery stage, I get a 500 error.  I notice that the Configuration Agent hostname is unqlaified machine-name.  I wonder if that is the problem.  I added an alias for unqualified machine name to my /etc/hosts file but no go.  The Delivery stage is on the same server as VCM.
