How to disable just "Edit With" for particular files

We would like to prevent users from using Edit With, Download, Update and Import for DCRs. We want to restrict fields which fields can be edited by particular users and don't want there to be any back doors to over-writing content.

Edit With can be a useful feature and we would prefer not to disable it entirely for particular roles. Has anyone had experience turning it on or off by Folder or File Type?

The only way you could achieve what you want is to completely remove these items from the menu list and then add them back in as custom menu items using a wrapper that inspects the folder or file type of the file(s) being acted upon and handling it according to your requirements.
I think user-training is generally a lot cheaper and easier ...
