I have made some changes to "unlock" workflow. Now when I make a submit and use this "unlock" workflow , files dont unlock. When I submit again and use this "unlock" workflow, files get unlocked.

Since we don't have a copy of your custom "unlock" workflow - how are we supposed to help you?

because of company's privacy policy, I can not post details of the workflow over here. So I am not sure how can I provide the information.

I checked iwevents.log file, there are entries for both the submit and it looks workflow ran twice. First time , it did not unlock files but second time it did unlock files. So when workflow ran two times, all the entries in iwevents.log file are identical.

There are no errors in iwjoberrors either.

Well then good luck. Tell your boss to bring in someone to debug it. There is no way anyone here can debug it without looking at the workflow. There is a problem with that. What it is no one can answer because we know nothing about it.

Why do I need to submit twice ?

Generally submit task has a option for Keep Locks True/False
If Keep Locks is false then once the files are submitted to staging the locks will be released
