Our business requirment we need a workflow in which after the author submits work it goes to the editor for approval, Once the editor reviews the work and approves it, it will be submitted. Is it possible for a third person to publish it.
I want a three layer workflow where a editor creates job, authors submits it and a third person publishes it.

This is very much possible.
If you take one of the OOTB workflows (Author_assignment_with_email) and modify it, you could get the functionality. The base functionality of approval routine is already there in it. You will need to have submission to stage with submittask from editor and then have an external task in the end to finally deploy the content.
