How do you populate $deploy? From little you've mentioned it seems that it does not "reflect" check-boxstate, not in the manner that you think it does anyway
I am usingdeploy => [html => "input type='checkbox' value='1' style=\"font-family:arial;font-size:11px;background-color:eeeeee;\" ", is_required => 'false', label ="Do you want to deploy the content to New QA and New Prod?",],in tag_info.and my $deploy = __VALUE__('deploy'); to get $deploy value.

You might also try usingif($deploy == 1) in place of your existing if($deploy eq "1")
Shouldn't matter. perl -e "$i = 2 - 1; if ($i eq "1") {print 'Yes!'}" dutifully prints Yes
