The description of your desire is rather vague and thus the details of implementation is also vague:

By parsing the contents of the other DCR - either as part of an inline or callServer script.

even though, as ghoti said, you are being pretty vague, I dare to suggest that you probably want to read DCRs and use some of their values for dropdown of another DCT?

If so, you could use plenty of methods, that come either as IWOV XML tags in TPL or their equivalent as perl functions.
