Worksite Web - View menu Customization

Hi,

We have lot of workspaces and each workspace has its own folders, subfolders and documents in it. Also all the workspaces are set to public.

In this situation,
There is special requirement from the business as follows.
1) Create a new user.
2) The new user should have read only access to a particular workspace. (Say XYZ).

Since all other workspaces are in Public mode, even though we give read only access to that user, he is able to view all other workspace documents. The business said we should not change the workspaces security from public to private.

My logic is when the user trying to open a document, I will first verify whether it is under the XYZ workspace and then I will open the document otherwise just show a alert "No access".

Please let me know how to achieve this in worksite web?
