I don't believe so, at least not directly. You _could_ do it this way:
1. Create the new WA, based on any arbitrary edition of the sub-branch.
2. Delete all the content in the new WA.
3. Use iwupdate to copy the content from the desired source edition to the new WA.
4. Submit and create a new edition.
5. Delete the original edition on this sub-branch.
I don't know if this achieves what you need, but it will result in the sub-branch containing a set of files based on an edition of any branch in the backing store.

When you create the new WA in step 1, select the edition "INITIAL". This may be empty, depending upon how and when the subbranch was created. If it is empty, you can skip step 2.

It will only be empty if the parent branch itself is not a sub-branch of another higher level branch, or if the original empty edition has been deleted. But Brinko is right, if you have an empty edition to base the new WA on, use it.

Is it better to do your steps 2 and 3, versus doing step 3 with "-w" (overwrite)? I would think that it might be easier and faster to update with overwrite, especially if you can base this new workarea on an edition that has similarities to the source of the update.
Doesn't deleting all the content in a workarea take a lot of time? (Of course, as Brinko noted, if you could start the workarea empty, that would be a nice shortcut.)
