recently it was noticed that files with extension cgitemp are getting created in server C:\windows\temp directory

is there any way we can avoid this thing?

I don't believe there is anything OOTB that does this - so you're going to have to do a bit more detective work to figure out what is creating them, why it is creating them, and how to get it to stop (or clean up after itself)

Just search files having cgitemp extension using regex and delete using perl program. You can set this program to be run automatically.

That's called solving the symptom while ignoring the cause - sure you can do it that way, but you're better off finding and fixing the cause.
