Can anyone please let me know how can i call an existing TPL(for generating content) from an external java file? a sample code might be of great help. Thanks in advance.

I do not believe that TPLs have any "Java API" hooks to them. You may have to just fork a system process (look at java.lang.Runtime package) and execute the iwgen or some other equivalent command.

What i understand is "You want a Java Code that will get a DCR and will call an existing tpl to generate the content file."
