No mail notification is needed, transition to the next task

I almost have my workflow functioning...


I am getting the following message in my workflow screen:

No mail notification is needed, transition to the next task

Ill try to explain where this happens.

1)Joe the Content Contributor user submits job through ContentCenterProfessional. Selects the workflow, adds a comment.

2)Email Task sends email to his boss. Mr. Boss for review. He clicks the link in the email. Takes him to Teamsite to review the page Joe created.

3)Review Task. Mr. Boss reviews the page, looks good, and approves. This then sends an email to me for final review.

4)Review Task. Since i know his boss reviewed it, i just look for code issues. Looks good. I approve.

5)Email Task. This should send an email to Joe user stating that his job has been approved.

What is happening is the error: No mail notification is needed, transition to the next task

Joe user becomes the owner, but even with the email task in place, Workflow decides to take it upon itself to think the user doesnt need a confirmation email... what the heck is that about?
