If I am using the one inline command in each instance of a replicant within a given dcr, would the command be called only once or each time the replicant is added? Also if the dcr has a certain set of expanded replicant, will it run that script multiple as well at the load time?

Inline's are used to create DCTs, not DCRs.

Inline's are run as many times as used it the DCT, even if that's an identical call. This is actually pre-load time,
DCR is not known within Inline calls (DCT is!). After that, they are never run, replicants or no replicants

Note also that Inlines processing is so called "Single Pass Evaluation". What it means is that if certain inline
evaluates to the XML that contains an Inline (recursive Inline), the latter one will not be evaluated

potentially one can inline the whole DCT to an external script and there you can do as many inline as you like, using your own application logic. I even saw something like that implemented
