Problem with displaying image in Ephox with Inline Links field in one environment

Hi,

We have a strange mismatch between our Prod and Development environments. We have an attribute that is an Ephox with Inline Links widget type. When we edit the content in our production environment, we see that the URL Path Prefix from our 'static_file' resource is getting prepended correctly and the user is able to view the image inline. However, in our development environment, the image url is appearing without the URL Path Prefix. The VgnExtLinks for both environments is the same.

Can anyone point out where else we can look for a difference between the two?

Is this applicable if you are using the VgnExtLinks resource?

We do have static_file specified there for the url prefix path.
