Depending on what rev of TS and if you are looking at VFE rather than TinyMCE, you may work with this:
TeamSite® FormsPublisher:
VisualFormat
Developer’sGuide
Look though your TS docs.

Most of your configuration files are in the iw-home/httpd/iw/ directory. Still you need to look in to the documentation to figure out what configuration files you need to access for your changes.

ok, got the docs and have been reading for some time now...
especially the "How VisualFormat Determines Which Configuratino Data to Use" section....
what im trying to figure out is that one of our templates, general.tpl seems to include the following tags into the code:
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
<meta content="MSHTML 6.00.6000.16705" name="GENERATOR" />
then another template, home.tpl, does not.... and i want to figure out why that would be... is that a configuration error in the VFE or is that done when creating a new template somehow???

Ok, first check your .tpl files, if they already contain the tags hard-coded or not.

scratch that... CSS issue... it seems as though someone tried to create a template by cutting and pasting from MS Word, thus the encoding characters were creating issues..
jeez... some folks.
