filters not working

Can anyone spot what's wrong with the filter I'm using? There's no error message in the logs, but nothing appears in the database, even things that shouldn't be filtered out, once I add it into the DD config file.

<filter name="Test">
<discard>
<or>
<field name="generalVars/0/campaign/0/value" match="none"/>
</or>
</discard>
</filter>

then after the <source> element:

<filter use="Test" />
