I have added a user with editor access on TS6.5.0 SP2.

To do this, I added the user on the Os and then I added this user in editor.uid file in conf folder.

This user is unable to edit files as yet.

why is it so ? Do I have to do anything more ?

I went back to UI and checked users and role under Administration tab. I checked the user name and tried to find user name there. After looking for user name, the system asked me to reset the server for changes to take effect.

How to reset the server ? Doe it affect any running services ?

Thats true, you will need to reset the TS server.
You can do it through command prompt as runing 'iwreset -ui'.
Yes this will reset the UI services but this hardly takes 15 secs.

You also need to make certain that the user has write access to the workarea in question. Is this a shared workarea ? Is the user a member of the group that is sharing this workarea ?

In order to edit the content the user has to either the owner or a member of a group owner for that workarea.
Also, if you edit any uid file, you need not reset service, if the effect is not required immediately. The system keep checking those files after some interval.

If it is your dev box, go and play aroung with it, but if this is a production server, IMO you should not reset the TS server during office hours irrespective of how much time it will take. You can do this after office hours or as Amit said, the system re-reads the configuration files at regular intervals, but no user would like to try to login at random.

iwreset (with no flags) is sufficient to get the TeamSite server to refresh its cache of users and groups - and has minimal performance impact and (to the best of my knowledge) no disruption of service.

The server generally refreshes its cache once every 10 minutes (it might be less, perhaps once a minute - but 10 minutes is a safe bet if you have to wait or don't want to run iwreset yourself)

iwreset -ui is overkill of this - and will cause disruption of services.
