Submit Operation creating issue with XML Parsing

Process: When a DCR is saved, we update an XML file with the content from the DCR. The PERL file checks the nodes and replaces if it finds an existing node or adds a new node if it does not already exist. When the DCR is attached to a workflow, the submit operation submits the XML file to the STAGING area as well.

Issue: Once the XML File gets submitted to the STAGING area and a new DCR is saved, it gets added to the XML. Now, when we save another new DCR, it overwrites the last entry. Ex:

If XML in STAGING reads
<devices>
<device id="ABC">
</devices>

We save device DEF, the XML in WORKAREA now reads
<devices>
<device id="ABC">
<device id="DEF">
</devices>

After this, we save device XYZ, the XML in WORKAREA now reads
<devices>
<device id="ABC">
<device id="XYZ">
</devices>

After submission, it always fetches node length as always 1. We parse the XML in the WORKAREA and not the STAGING area. In fact, the script adds a new element and then after few seconds, removes it by itself.

Can someone please help me understand the root cause of this issue?

If you want help debugging the problem, you need to provide the code you are using to parse and insert/append new record data into the XML.
