Background:
We have Oracle database which stores characters in ISO format (not UTF8). Using datadeploy to deploy the content from DCR (DCR has rich text fields) to database. JSP code (outside CMS) will read content from database and display on web page.

Question:
1. Will this create problem (UTF8(CMS) - ISO (Database) - Java Code Reading value from database ) while we are displaying special characters on web page ?
2. Has anyone encountered similar problem. How was this re-solved

If your content is in English, it makes no difference whether you use UTF-8
or ISO-8859-1. ISO-8859-1 is a subset of UTF-8.
ISO 8859-1 is a character set used throughout the American continent, Western Europe, Australia and much of Africa. What it lacks is some French special characters and a whole lot of Asian and Eastern-Europe characters.
UTF is more universal.

So you have to set contentType in jsp:
<%@page contentType="text/html; charset=UTF-8"%>

Yes, most likely you will have problems with special characters. ISO-8859-1 is NOT a subset of UTF-8.

Any character with the ISO encoding in the range of 0x01 - 0x7F has the same single byte representation in the UTF-8.
Any single byte character bigger than that is a perfectly good ISO but invalid UTF-8. That applies to special characters,
currency signs, all diacritical entities and the like.

For example, capital A-Grave (À) has ISO representation as 0xC0. In UTF-8 it's two bytes, Hex C380 (Single 0xC0 is actually
invalid UTF-8 Encoding).

It is your (the Developer) responsibility to maintain DB encoding that your Application requires. There are many possible
approaches to accomplish that. All of them require some coding. For example, you can use custom DD Tuple Preprocessors or
DB insert/update Triggers and Event Handlers or your own DB Populating scripts instead of DD and so on.
