Force User to "Tag" asset on Import to TeamSite

TS 6.7.1 SP1

We have a requirement to force a user to tag an asset when the file has been imported to TeamSite. The tag ui screen needs to appear, we can not default any EAs. This can not happen on Submit via wft after the asset has been imported.

If you have used MediaBin, it does something similar to what we are looking for.

Any ideas / suggestions?
