I see intermittent sluggish performance of custom CGIs. I suspect that there's more running under the iwperl process than I can see using tlist. Any way to get a more complete picture of what's running under iwperl.exe at any given time?

Try Process Explorer, it should give you a MUCH greater insight into what is happening.
