Read permissions do not allow Copy permissions

TeamSite 6.7.1 SP1 issue with Copy

Expectation was that with Read permissions to a file in a particular folder, user would be able to Copy the file to a folder that user has write access to.

Unfortunately, Copy command is greyed out.

Would like to implement workaround adding custom menu item without having to re-write all of Copy functionality.

Anyone had experience with this type of solution or something similar.
