At the top level of the heirarchy exists a unit called "MediaBin database." Since I don't know the terminology for this top-level in which everything is stored, I'll borrow a term from our last DAM, and call it a Vault.
We understand there is or may be a way to have multiple Vaults in MediaBin. We're interested in having mutliple Vaults named: Active, Archived, and Private. The idea would be to make it easy to secure each of these larger meta-areas separately, and possibly force users to search them separately (i.e. they'd each have their own database setup).
We would also want the fields to stay the same across Vaults and be able to move assets between Vaults as needed.
Is any of this possible?

Kevin,
This is certainly possible. We did that at one of our customers. This is becoming the norm now a days.
You essentially create 3 top level folders under "Media Database" and then have a replicating folder structure for each one of them. We then create a custom search screen and based on user selection we search only 1 "vault". This greatly improves search times and also the relevance of results returned.
If you can get your hands on the GearUp 2008 presentation from General Mills you will see what I am talking about.
