How do you ensure the tabbing order in a Sitepublisher Template.

You cant really set tabindex="3" on the component, because the components will be arranged in different orders depending on the template.

Why should the components be 'tab-able'?
components do not necessarily have to have borders.
Also, looking at 508 tech specs, I dont see a tabbing requirement.

Perhaps you can elaborate on what you are trying to do?
