I'm submitting jobs with the prority set to high:

asset.RetrieveFile(path, task, MBPSCRIPTMODEL2Lib.MBJobPriority.HighPriorityJob);

yet the priority of the job is only actually high when the job was submitted by an adminstrative user... Is there a way the job priority can be set for other users?

Non-admin users can lower the priority of their jobs but not raise it. That is a setting built into the server not under client control.
