I have to write a submit workflow for .jsp pages. If I submit .jsp page its corresponding dcr must be submitted also.

Further

That .jsp page also in other branches in different languages there too jsp as well as dcr must be submitted as above.

I mean if submit .jsp page in base branch then all the branches should be able to submit .jsp page and its DCR.

It sounds like you either need workflow development training or you need to hire someone (consultant / contractor) who knows how to develop workflows to come in and help you out.

You can try to provide a lot more information here - but basically you're asking us to design your process for you - which isn't "right"
