I am unable to select a xml file inside form . which has been imported from another branch through local file manager.

The file is displaying in the folder list, but when configuring for forms, its not showing, do i need to enable it specifically

If you want that to be a form, you'll need to add that file to the templating.cfg file located in iw-home/local/config.

Then you wuold need to rename that file as datacapture.cfg and put it under templatedata/[category]/[type]/.
