publishing an SP page

I have an SP page in TeamSite. This SP page is has component in it which has DCR. The DCr is loaded in the database and the content of the DCR is displayed using jsp. This jsp is loaded in the runtime.

Now to load this jsp and SP page in runtime environment, work flow is used. As jsp and SP page are being loaded in the different directories , do we need different workflows to load these two files in the runtime environment ? or one workflow can submit different files in diffrent directories ?
